Paul A. Lieberman

Paul A. Lieberman applies his decades of experience as a trial lawyer, starting his career at the U.S. Securities and Exchange Commission Division of Enforcement, as senior-level in-house counsel at the NYSE Market Surveillance Department, and progressively senior levels in the General Counsel offices at Merril Lynch, Citicorp, Tucker Anthony, before entering the private practice of law. Paul has handled complex litigation, regulatory enforcement proceedings, and a myriad of ADR matters, domestic and international, providing a foundation for successful representation of business stakeholders in meeting a broad range of challenges. He applies early case assessment strategies, utilizing E-Discovery tools, resulting in legal spend management efficiencies. Paul regularly participates in litigation teams, as well as leads them. His experience covers all securities products and services, banking, and insurance matters

Paul is recognized as a 'change agent', proactively utilizing his insights and perspectives concerning capital markets and, financial services industry issues, including corporate governance, employment matters, revision and implementation of policies and procedures, risk management, cybersecurity, and data privacy policies, incident responses, audits, and tabletop exercises, utilizing both internal and due diligence analysis to select external 'best of breed' consulting firms as circumstances warrant. Paul also advises emerging companies on climate resiliency, technology, compliance and regulatory developments, and legislative developments. His transactional experience runs the gamut from start-up, through financing rounds, to M&A and alternative investment products and services. Paul regularly provides Executive Summaries, Client Alerts, and presents at industry or corporate events.

Paul also represents non-profits and is a member of the Board of Directors of the New York Municipal Arts Society.
