Victor earned his undergraduate Economics degree from New York University and his law degree, cum laude, from Yeshiva University, Cardozo School of Law, where he worked in the Securities Arbitration Clinic and was Online Editor for the Cardozo Arts and Entertainment Law Journal.

Prior to joining the Firm, Victor interned as a corporate summer associate helping with corporate and real estate transactions and externed at a privately-owned family of companies that offers investment banking, wealth management, and merchant banking services. Before law school, Victor worked as a paralegal where he performed legal and factual research, helped prepare legal arguments, applications, declarations, and motions, and assisted in drafting legal documents for attorneys.

Victor is admitted to practice in New York, grew up in Taiwan, and speaks both English and Mandarin natively, plus some Taiwanese. Victor is a member of the New York State Bar Association and Asian American Bar Association of New York.
